Dear District Resident,
The Bilma Public Utility District (“District”) Board of Directors (“Board”) would like to provide an update on the status of repairs to the District’s hike and bike trails along the Spring Gully Tributary.
In June 2021, the Harris County Flood Control District (“HCFCD”) began a Major Maintenance project of the Spring Gully Tributary, which runs parallel with the District’s hike and bike trails. The HCFCD contractor completed the construction of the repairs to the HCFCD’s channels in the area of the District’s hike and bike trails in December 2021. During construction, the heavy equipment that the HCFCD contractor utilized damaged the existing hike and bike trail beyond repair. Although the District anticipated areas of minor damage to the existing hike and bike trail, they did not anticipate the collateral damage caused by the heavy equipment. Due to the extent of the damage, the District was forced to prepare plans to construct a new hike and bike trail and obtain approval from governmental agencies before proceeding with construction. The required process of obtaining governmental agency approval to construct a new trail has unfortunately extended the timeframe of placing the hike and bike trail back into service.
The Board has decided to replace the entire east side of the hike and bike trail, the portion that runs closest to Kuehnle Elementary, with an 8-foot (8’) wide concrete hike and bike trail, which is a more durable and cost-effective material. The District hopes to receive approvals from governmental agencies in February 2022. Immediately following governmental agency approvals, the District will be required to publicly advertise and bid the project for construction. At this time, the District anticipates construction of the new hike and bike trail (east of tributary) to begin in April 2022, pending any delays with obtaining approvals from governmental agencies. For the safety of everyone, the east side of the trail remains officially closed to public access until construction is complete in mid-2022.
The District has already facilitated temporary repairs to the asphalt paving on the portion of the hike and bike trail west of the Spring Gully Tributary (the trail across the creek from Kuehnle Elementary) and north of TC Jester Boulevard. This portion of the trail is officially open to the public.
The Board understands how vital the east side of the hike and bike trail is for students walking to and from Kuehnle Elementary. Unfortunately, this portion of the hike and bike trail will be inaccessible for the remainder of the 2021-2022 school year. To help alleviate the burden caused by the east side of the hike and bike trail being closed, the District constructed a sidewalk along Winding Ridge Drive to connect the soccer fields to Kuehnle Elementary School.

The HCFCD, not the District nor Spring Creek Oaks Community Improvement Association, owns the property along the hike and bike trails and the District has an agreement with HCFCD to maintain and repair the hike and bike trails. Since June, there has been a heavy presence of construction crews and equipment in the area and the trails have been closed to the public. The HCFCD’s project, in the vicinity of the District’s maintained hike and bike trails, is scheduled to be complete by the end of October 2021, pending any potential weather delays.
The District has already facilitated temporary repairs to the asphalt paving on the portion of the hike and bike trail that is west of the Spring Gully Tributary and north of T.C. Jester Boulevard (the trail that is across the creek from Kuehnle Elementary). There are still minor repairs to be made to the west side of the trails and thus, this portion of the trail remains closed. The District anticipates the west side of the hike and bike trail will be safe to fully open to the public by October 1. Until then, the District asks that the public refrain from accessing the west side of the hike and bike trail.

The design, bidding and construction of this project is estimated to take approximately 8 months, pending any weather delays. For the safety of everyone, the east side of the trail remains officially closed to public access until construction is complete in 2022.

Hike and Bike Trails Closed During Spring Gully Maintenance Project
Dear District Resident,
The Bilma Public Utility District (“District”) Board of Directors would like to provide an update of construction on the District’s hike and bike trails.
In June 2021, the Harris County Flood Control District (“HCFCD”) began a Major Maintenance project of the Spring Gully Tributary which runs parallel with the District’s hike and bike trails. There will be a heavy presence of construction crews and equipment until the project is complete.
For the safety of everyone, the entire length of the District hike and bike trails are closed to public access until construction is complete. Residents are asked to abide by posted notices in the area advising of the trail closure.
Project construction is expected to be complete along Spring Gully by early August, depending on weather conditions. Once HCFCD completes the repairs along Spring Gully, the District will then begin the process of replacing the removed portions of the hike and bike trails.

Bilma PUD will began flushing of the district’s water distribution system beginning on Monday April 19th and is expected to be completed by Friday April 23rd. Annual flushing of the district’s water system is a requirement of the TCEQ and maintains the water quality you are used to. If you experience any discolored water in your home, please flush your houseline for approximately 10 minutes and the problem should clear up. The District would like to reassure residents that the District is not affected by the City of Houston’s boil water notice issued on February 17, 2021 (or any boil water notice issued by neighboring municipalities or MUDs). The District’s water supply and facilities were not at any time affected by the City of Houston’s boil water notice. During this week’s unprecedented weather events, District facilities did not lose power. While water pressure in the District was temporarily reduced on February 17, at no time did it fall below TCEQ standards that require a boil water notice.

The District is aware of the City of Houston’s boil water notice issued on February 17, 2021. The District is not affected by this boil water notice and there is no need for District residents to boil water prior to use. The District’s facilities are currently operating normally during these challenging weather conditions and backup facilities are available should the need arise.
To preserve the District’s system, please DO NOT drip water as it could lead to District wide problems.

Status of Garbage Collection/Potential Hazardous Weather for Monday February 15, 2021: RRRT is currently monitoring the weather for potential hazardous conditions impacting garbage collections on Monday, February 15, 2021. RRRT will continue to assess weather conditions through Sunday evening, February 14, 2021, and will make a decision on moving forward with Monday collections or not, based on precipitation and safety.
