The Bilma Public Utility District (Bilma PUD or District) is a municipal utility district, a political subdivision of Texas, created by the Texas Legislature in 1971. The principal functions of Bilma PUD are to finance, construct, own and operate water distribution, waste water and drainage facilities for customers in the District. When created, the District consisted of approximately 318 acres of land. The District now covers approximately 682 acres of land in the Louetta Road, Kuykendahl Road, Spring-Cypress Road and T.C. Jester Avenue area of Spring, Texas. The District contains approximately 1,600 single-family homes and limited retail, office, recreational, religious and educational development. The District also includes two volunteer fire fighting stations.
