Dear District Resident,

The Harris County Flood Control District (“HCFCD”) will soon begin a Major Maintenance project of Cypress Creek and Tributaries including the Spring Gully Tributary which runs parallel with Bilma Public Utility District’s (“Bilma PUD”) hike and bike trails. For the safety of everyone, the entire length of the Bilma PUD hike and bike trails will be closed to public access during the project. In addition, access will be limited to the soccer field/park located at the corner of Winding Ridge Drive and TC Jester Blvd.

Improvements to be made by the HCFCD include repairing erosion and replacing failed storm sewer outfall pipes within Spring Gully. This will require the removal of several sections of the hike and bike trails. The Contractor for HCFCD is LECON, Inc.

Project construction is currently scheduled to commence in June 2021 and is expected to be complete along Spring Gully by early August, depending on weather conditions. Once HCFCD completes the repairs along Spring Gully, Bilma PUD will then begin the process of replacing the removed portions of the hike and bike trails.

The Bilma PUD Board of Directors (“Board”) understands the hike and bike trails are an integral part of the community and is hopeful all repairs will be completed prior to the 2021-2022 school year begins. The Board appreciates your cooperation in staying off all portions of the hike and bike trails during construction.
